Ask HN: Is there a ranking of nations by software expertise?

Seeing how Korea intends to develop its own smartphone OS, I was mildly surprised they would undertake something so ambitious. This made me wonder where they "rank" in terms of software ability -- and if any such ranking of nations by software expertise even exists? Perhaps even one by number of people employed coding software? Anyone know?
