At Amazon's scale, it's not worth it to close the loop on every abandoned delivery worldwide. I once got a parcel delivered, but the driver was confused as the same tracking number was on two parcels. Amazon had printed an extra label and stuck it onto another package. He just had me pick one of the two. I picked wrong, and ended up with some window treatments that Amazon refused to collect. I reordered my stuff (which likely went back to Amazon as undeliverable anyway) and that was that. Amazon just writes it off as a business expense.
