I wonder if they needed more powerful hardware in v1 due to a lower number of available satellites? Fewer satellites means potentially a further distance to beam the signal to. Now that SpaceX has had a while to roll out more sats, they can use less powerful radios that need less heat dissipation and thus save weight. Pure speculation on my part as I am not a hardware person, but I'd be interested to know!
