So is the progress bar on GitHub and many webpages. I think in most sites, users aren't interested in how much it's loaded but rather in the fact that it's loading at all (note that this doesn't apply to all progress bars). Implementing a fake progress bar can be done once and it works everywhere, but a controlled progress bar that's accurate needs to be connected to some actual progress data, and this is engineering work for questionable results.
