- tuatoru 5y agoThe abstract of the linked paper talks about soil liquefaction in earthquakes and its effect on distribution networks within a city. It doesn't appear to have anything to do with long-distance cables or the movement of tectonic plates (except implicitly as a major cause of earthquakes).
