This is a terrible idea. There's a reason existing interlock systems don't shut off your car. We have a silicon shortage that is affecting availability of cars and congress wants to require more silicon in cars? It's stuff like this that's been happening with cars over the years that makes me deliberately continue to drive older cars exclusively. I wouldn't buy a brand new car if I were a billionaire.
