I think patrolling is ok. The problem starts when they start stopping people to look for drugs especially. I still remember when marijuana was illegal in LA. You could walk around in rich areas, smell it everywhere, but the cops wouldn't constantly stop people and raid houses like they did in poor areas. So it makes sense to me that there is a perception that in poor areas police patrolling is done to catch the inhabitants whereas in rich areas it's done to protect the inhabitants.
