i'd get some CO2 meters, put them up around the pub, then make sure the pub is properly ventillated so its air is roughly equivalent to outside air -- e.g. 450 ppm CO2 -- then publicize _that_. i know this is the most obvious solution, and as unthinkable as taxing the rich, but figured i'd state it for the record.
