At least when I was in Europe, I had the hardest time finding a free public restroom. Everywhere I went required about 1 Euro to go to the loo, either by coin lock or by paying some sketchy dude holding a mop just sitting in front of the bathroom. I don't know this UN advisor believes that there are more public restrooms in Europe than the US, even in the midst of the pandemic it was still infinitely easier to find a place to go if I happened to be around a coffee shop that was still open or something.
Also, at least in the US, many restaurant chains are required to have free public restroom use I believe if they are a road-sponsor or have some form of advertisement on the public roadways. This article really doesnt hold up to my own anecdotes with regards to US v. Europe restroom availability.
