Ok, I guess that's a plan.
It's kind of like you have a tube-based ENIAC and your plan is to jump to silicon microprocessors.
"Other materials" have been claiming to replace silicon for >50 years now. Currently the few that exist amount to about 1% of annual volume/revenue even among the leaders in the industry today. This 1% is so seriously hard, uncooperative and unproductive as a technology that even with the leverage of all the capital equipment, technology and financial multipliers of silicon, it still doesn't exceed 1%! Without silicon it would be far, far less than 1%. So this is the Chinese plan?? LOL! That's as much a "plan" as Theranos had a plan!
The other thing you have to realize about Chinese "semiconductor companies" is that those founding them really don't understand anything about the market, the business, etc. To them it's no different than raising money to start a new coal mine or steel plant - they are that much out of touch.
Part of this disconnect is how most of the newest Chinese semiconductor firms are direct ties to Evergrande and its founder who is pretty much nothing more than a serial Ponzi scammer.
SMIC is really the ONLY legitimate Chinese semiconductor firm as well as certain Chinese fabs of Taiwanese companies. The rest are scams and in this case new scams.
