Ask HN: How do you design a responsive organization in large company?

I'm no manager neither senior executive but curious for you that have those title, in large organization there is always some inefficiency, learned helplessness, normalization of deviance, how do you tackle that situation ? creating a responsive organization that can handle growth opportunity, competition from other etc.
