The President is the leader of the executive branch, he does not have power to create laws or any other type of rules for citizens.
- smt88 5y agoThe executive branch is given authority to create rules by Congress. Whether that allows him to do this specifically is a matter of legal debate, but there are similar powers granted by Congress related to things like immigration and transportation.
