The UI design is terrible. Other than that, I'd suggest you pull back on the incentive scheme. No one is swayed by the opportunity to get 50% of the settling amount (whatever that means) when not a single post has reached the threshold to gain that revenue. If you can't solve your chicken/egg problem sans revenue sharing scheme, then you won't be able to do it with the scheme.
