Prior to the current generation of EVs, most manufactures offered "compliance cars" which were EV conversions of whatever the cheapest car the manufacture offered in the USA was. These were sold almost exclusively in California or NY and were sold at a loss. So like, Fiat 500e, Ford Focus EV, Chevy Spark EV, VW eGolf, etc.
