If they were homeless because they were mentally ill, we housed them. In an asylum. If they were homeless because they were drug addicts, we housed them. In a prison. If they were homeless because they didn't want to work, we housed them. In a workhouse. If they were homeless because they couldn't afford a safe, decent place to live, we housed them. In a flophouse. Those solutions for the most part have been regulated out of existence (not prison, for example, but prison as a solution for narcotics addiction).
