Last I remember reading about this, an accord with Germany (or France?) couldn't be reached because they wanted complete access and equal information sharing that UK (and some in US) objected too.
It's also interesting that they are considering Asian countries for the first time - while Japan and Korea might be quite willing, because of their existing alliance with the US, India's decision will be very interesting to analyse. While India has problems with China, many in India believe the US to be an unreliable ally whose strategic goal is to keep Asia divided. Moreover, 5 eyes / 9 eyes is also aimed at Russia, with whom India shares a good relation. Russia is also a trusted military supplier of India and they even have joint defence research programs. Would it really be worth it for India to risk this?
