I just skimmed very briefly, and the above link seems to just be defining terms and establishing a model of homelessness. Part 2[0] has the first part of the plan, "mitigation", which seems to boil down to add a bunch of prefab structures as homeless shelters. Part 3[1] is the next step, "prevention": rental assistance, eviction defense (already exists, but underfunded), and informing residents of the programs. And add more housing Part 4 is supposed to be "treatment", but I don't think it's posted yet.
