If anyone is looking for a simpler way, consider using ImageMagick.
convert input.png -scale 600x -colorspace gray -ordered-dither o8x8 output.png
Instead of `-ordered-dither o8x8` you can use `-dither FloydSteinberg` for a potentially better result.
