You can only be suggested as a name for someone else's photo if you've turned face recognition on.
"If you’d like other people to see tag suggestions for you, you’ll need to turn on your face recognition setting."
So you need to opt in to it to let others tag you.

- bryan_w 5y agoYou got the algorithm backwards, if slownews45 uploads a pic, the system gathers all of their friends who opted in and compares any found faces to the templates of the opted in folks. If it doesn't get a hit, it simply moves on
