Adjust based to the highest salary for a role. Someone lives in NYC? OK. Pay them $N. Then pay other people living in other cities the same amount $N. As someone directly dealing with salaries, I'd like people to get the highest salaries the company could afford. If the company is paying someone who lives in an expensive city a certain amount, it should pay other people with the same role living in less expensive cities that same amount. Anything else is pure fuckery and I'm viscerally against it.
