I think your issue is maybe you are not the type of person that evaluates DE. All DEs I am aware of use a toolkit , mostly you have 2 camps GTK and Qt. Linux(probably BSD too) don't have a built-in GUI framework into the kernel and X11 is very basic so a GUI tooklit is needed.
Probably if the devs will add the text "a Qt based DE" would satisfy your nitpick.
