They'll need to create truth borders which, when crossed, cause the local truth regime to be activated, alternatively they'll need to make it impossible to cross truth zone borders. I suspect the latter will be easier to implement than the former given the large experience gained in this field during earlier attempts to implement similar truth regimes.
