Both laptops (Air and 13" Pro) that the M1 launched in kept their previous designs. So the switch from Intel to Apple Silicon itself wasn't the cause. The switch from M1 to M1 Pro and Max, maybe. But even the previous Intel machines had some serious TDP (and thermal issues), and even that wasn't enough to justify a redesign.
