If big corporations which have exposure to billions of users/customers were prosecuted for every crime they committed, they would simply not exist. The odds of committing a crime against someone are almost 100%. Every decision they make will harm many people in a critical way and they know this, the ill intent is an implicit aspect of every decision they make and the costs are almost always externalized. Without proof of explicit, targeted malice, the victims have no recourse in our modern legal system.
