A much more attainable goal would have been to develop a fast and safer transpiration system for autonomous vehicles that could navigate across water. Ever since the submarine Lotus from Octopussy, I've wondered why companies wouldn't try to create a market for water-based travel since we've been talking about flying cars and automated cars since the 1920s and it's never happened, whereas cars on water don't have the same factor of danger in many cases. Sea exploration as well is largely untapped, and with rising sea levels, you'd thin they would have developed underwater real estate to troublesome levels by now...
Anyway, we should probably all stop developing these silly pipe dreams perhaps, and perhaps divert that attention to solving the more pressing problems we face in this world like asking why solar energy is still weak and to fixing poverty, housing, and disease-related issues with the funding for innovation over things that time and time again never roll off the R&D line into reality if you ask me.
