According to the Dutch government, 87.1% of the Dutch over 18 are partially vaccinated, and 83.5% is fully vaccinated. For people over 12, those numbers are 84.9% and 81.4%. I don't know if the difference comes from "our world in data" using older data, or because they also count children under 12.
