To the extent that this meandering article makes a point, it doesn't match my experience in the Netherlands at all. In residential streets there are usually no bikelanes and there is street parking, kids playing football and so on, that is, the street is by no means dedicated to cycling. Take for instance a street where I used to live: https://goo.gl/maps/1T8PzJfPjxpT1JdN9 https://goo.gl/maps/1T8PzJfPjxpT1JdN9
This is true even near a primary school where kids bike to: https://goo.gl/maps/e4thCUV1WV5p1JLE9 https://goo.gl/maps/e4thCUV1WV5p1JLE9
The segregated paths are usually alongside roads or wide streets.
