I really don't think "gentrification of a very small area" is at all the reason for SF's astounding rate of homelessness, robbery, violent crime, and low rate of prosecution for crime. There's plenty of info online on Chesa Boudin, who is largely responsible for accelerating this (whereas an opposite DA could have tried to stop the descent into lawlessness).
