That’s an article describing Huawei paying a documented fee to a registered lobbyist to plead their case to the White House.
In the United States, speech is free as in speech. And you can also charge a blacklisted Chinese tech company $500,000 for it too, provided you follow some terms and conditions.
The alternative is unregistered influence, undisclosed payments, and even freer speech unless politicians are isolated & insulated, and that’s just generally not a great move.
