It sounds like the chassis traditionally will arrive with an empty container, and then swap it for a full container. They can't do that now if here isn't a place to drop the container. Temporarily lifting the zoning restrictions + employing chassis solely to move containers out of the yard (instead of swapping them for empties) seems like the fastest fix
