Isn't this what we criticize China for doing though? The alternative here would be that Moderna gets to operate within (ostensibly Africa?) doing business with them. Instead, Africa wants more favorable business terms so they make an end-around run to steal the IP from Moderna however they can. It's even worse that this is WHO-sanctioned IP theft. It's just like China wanting more favorable terms with US companies leading them to steal US IP to make their own companies instead.
