Probably need Milford Act for at US Capitol. Even if only guns were seen then (at the Sacramento Capitol).

Until firearms no longer exist, gun control is merely picking who you want to live a defenseless existence. In this case, the target was blacks. A pretty traditional target, as blacks are prohibited possessors [felons] at much higher rates than whites. The GCA and prohibitions on free citizens (felons), disproportionately blacks, is one of the most racist laws currently standing.
