We have some people who leave early and say they will work from home later in the evening. They get their stuff done on schedule, so there are no complaints or suspicious looks. If they are getting their stuff done, why does it matter how many hours they worked? If their stuff is too easy and they are finishing tasks quickly, a good lead engineer/manager will give them more work to keep the team in balance.
