Vulkan already exists and works great on Linux (including DXVK and VKD3D-Proton). Apple doesn't get any credit for having a fit of NIH.

  Metal was released in 2014. Vulkan was released in 2016. It makes no sense for them up-root their entire OS and ecosystem just to switch to Vulkan. Microsoft has no interest either.
