That article suggests basic bureaucratic turf battles (process wasn't followed, people weren't consulted, existing law prohibits etc.) and not a specific response to the navigation-app routing problem. Still seems to me that this problem is properly addressed by the state and municipalities and is within their purview. On the surface the solution that the municipality came up with seems reasonable, they just need to work with the state DOT to jump through the administrative hoops.
