Back then I wondered why Miguel never played a role in that foundation. This explains this a bit. Also it shows the fear in Microsoft about a community switching to a GPL code base (which is ridiculous considering that the .NET community with it's company black matter devs are the opposite of GPL friendly). It is also ridiculous considering that .NET runtime development would never work with the deep pockets of Microsoft.
