I agree that the evidence suggests these programs are useless, or close to it. That's not what the Reason writer said though. Instead he produced a strawman stereotype and dismissed them in a way that if I hadn't seen the University of Toronto study already, I would have interpreted as bad-faith subtle racism on the writer's part. Heck, it might still be, but I'll be gracious and assume he just forgot to mention the basis for his obvious animus.
