I know Bruce from the early days of Swoole. He's a good guy, and technically pretty proficient. I believe he also maintains the English Swoole docs. He's probably the right guy to fork this, as he's been close to the code from the start. I really like Swoole, but I don't understand why Swoole would ever need to remotely download files, and it's enough for me to move away to Open Swoole.
