The State's prohibition affected city and county policies which had to be changed. It was noticeable in school districts of large cities, so clearly not performative.
- javagram 5y agoAbbott just issued a new order which applies to private businesses, not just cities and counties. That one is arguably performative, since OSHA and HHS are federal agencies and their requirements will override Texas law under the supremacy clause of the constitution.
