When governments decide not to punish criminals, this is what happens. Next step is the area is declared a food and services "desert" and lots of welfare funds are allocated because the greedy capitalists won't serve these vibrant neighborhoods.

The weird thing in the US is that we have stronger civilian control of the actual military deployed against foreign enemies than of the paramilitary law enforcement deployed in the US.
