Depending on how you define "the problem", it can be the cigarette, the lighter, or the smoker, or some combination of all three. The issue is not "the problem", whose fault it is, blame. It is responsibility. Who shoulders the cost for the issue of smoking? As it turns out: all of them. Cigarette companies have to put health warnings on their packs. Lighters cannot be sold to those under 18. Cigarettes are highly taxed to discourage smokers from buying them.
