The concept of a scaling startup is used to juice the internal brainwash so that everyone feels they are 1) part of a successful company and 2) destined for career growth. There are many companies that label themselves as startups despite not actually being startups I would also expect that many of those companies also consider themselves to be 'scaling startups' as well.
