Reading these articles, I think somebody might be able to make a difference by funding experiments only. This would make sure to avoid string theory stuff and other non-falsifiable dead ends. You go write your theoretical paper somewhere else, but if you need to do an actual experiment, come to the perimeter and they'll pay for the equipment and such for you to try it.
