You can't really divorce economic incentives from governance. As is said, money makes the world go round. Behemoth sellers of shitty products don't want education. They want more uninformed consumers. It'd be nice if they were some platonic solid but instead they have a huge influence. Their large dicks swing even if they aren't very deliberate or malicious about it. It's just kinetics.
