First it says "denying climate change", then "contradicting scientific consensus on climate change", then "makes misleading or false claims about climate change". These are not the same.
Very few people "deny climate change", so that's not going to affect very many ads.
Suppose it turns out that it's scientists or scientific organizations wanting to run ads that "contradict scientific consensus"... then is there actually scientific consensus? Keep in mind, science is not even conducted by consensus.
"makes misleading or false claims about climate change," that's begging the question. Google's not in a position to evaluate that itself. Or if it is, what need is there for other scientists? Just let Google tell us what's going on. Google is at least selecting which scientists to listen to, right? On what basis? How is it able to judge which scientists are correct?
This is not science, nor in support of science. It's anti-science. Strong theories don't have to be protected like this.
