Since this outage broke the access card systems, they were probably better off with most workers at home with working internet than if they were at the office sitting in the parking lot looking around at everyone else.
There are very few people who have the knowledge and authorization to fix a global networking problem (for example, I have no physical access to our company's networking rooms, nor do I have any credentials that would let me log on to a router). But sure, keep a couple of those people in the office just in case of emergency and they require physical access to the equipment, but whether random developers are at home or standing in the parking lot because they are locked out seems to make little difference in recovering the network.
