At least in my time, which has involved some serious work at a majority of FAANG, I've never found a group smaller than three that couldn't drop at least half a day of downtime if they were well-motivated. As FB themselves noted in their somewhat anemic public postmortem, extreme premature optimization of security measures typically just delays recovery.
