That's fair. I suppose Apple does care about third party OS support as long as it sells them a bunch more Macs with comparatively low engineering effort. The ability to run Windows probably helped them sell a significant percentage more Macs, probably especially so when the Mac market was smaller just after they switched to Intel.
The Linux community had to reverse engineer Apple T2 drivers itself though. Apple didn’t restrict anything there, but the community had to figure it out on its own.
