It used to be against UX guidelines in Android but if the app startup cannot be any faster I don't mind a splash screen. Basically anything that indicates the phone has not frozen up even if it ends up taking a quarter second longer. What I find truly jarring is when I tap on a UI element and it responds after 2 seconds. I'd take splash screen and slow animation over that anyday.
