There are also programs for veteran owned business, small biz, etc. If you have been around Federal contractor for a while you see the various ways big contracting companies get around these sorts of programs. They partner with an 8a company who then subs out to the big beltway bandit for a cut. There are a lot of good 8a qualifying businesses out there that get a start through these programs (it is not a permanent designation) but like any program there are people looking at how to follow the letter of the law rather than the spirit.
